Admistrative rights needed to download Active X ctrl

I get this message when logged in as Administrator. I runa
2003 beta server posting certificates. Other pc's running
XP pro with all updates can grab the certificate. I can
not get past the required information page. I know it has
to do with my XP pro machine and not the server. I have
lowered all of my security in IE to allow activeX. I have
turned off all firewall programs and antivirus (just to
troubleshoot). I still get the message Administrative
rights required to download active X component. So I can't
get my cert to view my website on my server that is 1 and
half feet away from me. Does anyone have any clues? I hope
I am in the right section. BTW... I moveds the cert to my
my machine and loaded it anyway. But of course I have to
approve myself to the server. So it still doesn't work..

The actual error message is:
"The proper version of ActiveX control failed to download
and install. You may not have sufficient permissions.
Pleasew consult with your system administrator for
assistance."
I would but as I am the administrator, I am running into a
problem. I try to connect to http://servername/certsrv and
choose to request a certificate. I get directed to the
information page where I enter all of my details and I get
the error message.. I hope that is more direct.
