Adminpak setup failed

This is the error I received when installing Adminpak
2003 on xp-pro sp1 to manage w2k domain "Due to an error,
windows server2003 administration tools pack setup wizard
was unable to finish" I check the event log, it shows
eventID code 11708. Does anybody have a fix for this.
