administrators account does not have all permissions

I am logged in as an administrator but I am unable to set time & date, I
cannot get to add & remove programs, I cannot view or change settings on the
firewall, etc. I createed and new admin account and when I log in with this
account, nothing loads, I get my desktop background, but no icons and no
taskbar. When I try to go into safe mode, the computer just hangs. Any ideas
or help is appreciated. I am running windows xp pro service pack 2. I have
ran spyware, malware, and trendmicro and norton scans and nothing is picked
up. Ran Hijack thias and nothing out of the ordinary is listed. IO cannot
open norton antivirus using the desktop icon either??????? Its like half of
my permissions are gon.

Click Start > Run > type in "control userpasswords2", without quotes. The
users accounts dialog that appears, set the appropriate administrative
priviledges for your account, by the selecting the properties of your
account.

Andre,
I was unable to run any commands. Upon further research I
had the msupdate worm, known as the w32.Protoride.worm.,
I was able to download the fix from symantec on another
computer. I do not know why I pay for antivirus security.
Norton did not see it, stinger did not see it, trendmicro
did not see it, finally Panda Soft found it. While Panda
Soft caught the virus, I still had to change registry
settings, turn off system restore, etc., etc.... Thanks
for your suggestion though.

I have the same problem.most of shrtcats and exe wont work, after trying to
erase msupdate! norton also stopped loading!
did you find a way to restore your computer?

Looks like you need to re-install Windows
