Administrator without administrative privileges

When is use msconfig on my XP Pro machine to remove some of the start-up
programs, I get an error box that says that I don't have administrative
privileges and that I may need to log out and log in as an administrator.

My account is an administrator's account, so I don't know what I can do to
fix this.

I have Googled the message with no answers that work and I have searched
Microsoft's site to no avail.

Any ideas?
