Administrator/system security rights errors

I have a server (W2K SP4) running Exchange 2000 (SP3) which recently threw
up a whole load of errors relating to file and folder access rights. Some of
the application files for exchange, for example, were not accessible via the
administrator account, so some services would not load or run correctly.

I resolved this by re-taking ownership of the whole system, but there are
still some issues. I have added a number of new users and created mailboxes
for them but they are not appearing in the Global address list or being
issued a valid email address by the recipient policy. I have tried applying
the policy and running the update service manually with no effect.

The new users can log on to their mailbox through OWA or Outlook but are
effectively invisible to other users.

I have tried to reapply service packs but get an unrecognised error on the
Exchange one and a file in use (c:\acinstall.exe I think) on the W2K one.

Is this server terminally I'll or can anyone suggest a possible cause and
fix for this behaviour?

For users not getting their mail addresses, check Recipient Update servce,
that it is running and using the right server. run dcdiag and netdiag (from
support tools) on this server to get more info on your DC status.
