Administrator status not functioning

Administrator status not functioning...but still lists me
logged in as "administrator" after reboot
- Windows XP with SP-2
- IE 6.0.2800, SP-1

This error just started...I attempted to
check "Tools"..."Internet Option...received this message...
...."RESTRICTIONS - this operation has been cancelled due
to restrictions in effect on this computer. Please
contact your system administrator."

I rebooted, and computer shows me logged in as the system
administrator...with the same error message.
Any suggestions appreciated.

Ron,
Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"
