Andrew E. is a troll and you can safely ignore anything he says. There
is no difference between the built-in Administrator account and other
user accounts with administrative privileges in XP.
Your issue has been seen many times when HP printer software is
installed. Since the changes made using the System Configuration Utility
(msconfig) occur even with the error message, I would just ignore the
message unless you don't want to use the HP printer any more.
If this isn't your issue and you don't have an HP printer, then
something else is going on. It could be caused by malware or by a
corrupted profile. There is no way for me to tell from your post. Do the
normal first and second steps of troubleshooting:
The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?
The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?
