Administrator proibided access CD/DVD

Every time i boot my system a message appear on the screen the say
:"Administrator has proibided access to CD/DVD drives". I'm unable to fix
this problem with reload of an older version of windows register. My CD/DVD,
Floppy icons has a stamp as a denied access. I have all administrator rights,
but the system say me that it isn't. I have Windows XP home edition. Someone
can help me? Thank Sara

Isn't that one of the local security policy settings?

no, i'm haven't set any policy, i'm in windows home ed. i find that the
problem was intel desktop utility, i remove it and after i was able to
administrate all my drives. i musted also reassign default icons to my drive
using regedit function and navigate to system registry.
