Administrator priveledges in Outlook Rules

I think I had a fix to this once before, but I have lost it in a full hard
drive reconfigure with the original disks. A simple RULE to eliminate one
persons mail; delete it and permanently delete it returns a message that I
don't have the privledges to make such a rule. The machine was absolutely
set up as me as administrator. I remember this happened once before on this
same pc and it has a fix. Any help is greatly appreciated. jack
