Administrator desktop not appearing once logging in

Hi,
I am running a Win 2003 std VM image and have this issue.
The machine powers up and I get to the windows logon box and can
login, but then nothing. It seems to authenticate but the desktop
doesnt load. I can ctrl,alt,del and get the task manager up but when
I try to run explorer.exe I get the file assocation missing error
(this comes up with any file.exe I try and run from this point)

I have snapshots of this machine have tried rolling back but to no
avail and have the same issue. I have tried to repair the MBR via the
repair console but no joy.

Any ideas?
