Administrator account not recognized as one

When I log in to (the only) administrator account on XP home machine, I am
unable to use the power options or user account management. I created a new
account in safe mode and in normal mode, the new account has the same
problem.

I have had this problem before and there was (is?) a command line program for
account management which I used to fix this. I don't remember what it was and
web searches turn up nothing useful (advice to another use with the
same question was to reformat the C drive).

Your account is *not* the only administrator account on your machine given
you have Windows XP Home Edition. You cannot log into normal mode using the
built-in administrator account in Windows XP Home Edition. The actual
built-in administrative account in Windows XP Home (username: administrator)
can only be utilized in safe mode.

Start button --> RUN --> Control Userpasswords2
?

Or something else? Windows XP Home Edition has VERY limited account
control.

administrator account can be accessed through normal logon if you have user
accounts setup to type in the name of the account (no use of welcome screen)
or hitting ctrl alt delete in the welcome screen to bypass problem being
using admin account is if it is password protected and you didn't set the
password you wont be able to get in
