Administrator account not listed on logon screen

After XP Pro boots up it presents a screen with icons and account names to select from for logon. But the Administrator account does not appear. What determines if accounts should appear on this screen?

Once another account is created, the Administrator account is hidden.
You can access from the logon screen by pressing Ctrl/Alt/Del twice

Or by using Tweak UI:
