administrator account... does not have sufficient permissions

Hi everyone,
I know I've seen a post for this before but I can't seem to find it. I am
working on a co-workers computer that had a large amount of spyware and
virus infections. I managed to remove quite a bit of it, however, just to be
sure I got all of it, I wanted to go into add/remove programs and remove any
programs that are suspect. The user didn't have access to the control panel,
so I rebooted to safe mode to log into the administrator account to switch
the account to an administrator in order to access it. When I clicked on the
users area of the control panel, I got the error message saying that the
account did not have sufficient permissions to perform this task, please
contact your computer administrator. Well between, the Administrator account
and my co-workers limited computer account, those are the only 2 accounts on
the computer. If anyone can help me fix this, it would be much appreciated.

This might work:

Run regedit and search Data only for "nocontrolpanel". If found, change
the value from 1 to 0. Make a Restore point just in case..
