Administrator 2 languages, Other User 1?

Windows XP + SP2. As the administrator, I have been able to set two
languages (English and Chinese) but can only set one language (English) for
the other user. Incidently, the other user doesn't have the 'EN' (English)
in the taskbar although the English language is fine. Oh, and I'm using XP's
WordPad for the moment.
