It is possible that someone moved the links from
the Administrative Tools folder within the All Users
profile into some other profile. It is also possible that
they were simply deleted from there.
Take a look into the Administrative Tools folders in
the profiles of the other accounts and see if you can
find one with them, and if so, copy them into the same
folder in the All Users profile. You could also recreate
them by using another system as a model, or just backup
up the links them and restrore them into the other system
followed by adjustment of their target within their properties
as/if needed due to disk path differences.
