When I click on Local Security Policy shortcut in Administrative tools an
error comes up -
'snap in failed to initialize' Name group policy - followed by CLSID and a
code.

It is not possible to run the Local Security Policy shortcut at all

If this is a problem with other mmc consoles also,
then check that the system environment variable named
Path begins
%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;
or at least that the Wbem directory is in the path as shown
at cmd prompt by entering
path
