Administrative shares for thumb drives?

When I insert a USB thumb drive into my XP Pro machine it gets a drive letter but not an administrative share drive letter like my hard drives have (for example, e$).

Does anyone know if there is a policy restriction change or registry setting that will make it so that when I insert USB removable drives they will automatically be assigned an administrative share?
