Administator privilege can't add new hardware

Not sure what happened but now when I want to add hardware I get a message
saying that I don't have any security privilege to add hardware and to try
log out and log as Administrator but when I do that it still comes upi with
same message.
How can I reset privileges ?
Thou it shows me as Administrator and says I have control, it clearly does
not allow me.
Please any help
