Admin Rights for Installing into GAC

Hi All,

For installing a strong named assembly into GAC the user should have
admin rights.
But when I tried installing into GAC even with restricted user group it
was allowing me to install.
Why is this inconsistency?

Also does power user group allow installation into GAC?
