This is a driver related problem. Since the driver is not from Microsoft,
you will need to communicate this information to Panasonic. I'll poke
around with the driver and see why their UI does not allow access as user
(Power User does work fine) . But definitely let Panasonic Support know
they have a rights issue with this driver. I'll follow up on my side in
this regard. That basically means one of our managers will talk to one of
their managers.
