Admin/Limited

When my brother wants icq and my dad and I don't want it,
there is no way for my brother to have it and my dad I
don't. You can't download it with a limited account and
if you download it with an administrators account, it
goes through the whole system. Is their any way I can
shut down the admin/limited account option? If not what
should I do?
