Hi, my friend has Windows XP home. They are trying to install a program, but
there is one file it wil not register(proto.dll) because it claims they are
not an admin. The problem with this scenario is that he IS the admin of the
computer. Are there any settings that need to be tweaked?

Boot into Safe Mode and sign-in as the Administrator and try again.

Ah, I forgot to mention, he already did that, still has the same problem.
