Admin control of Power Options

I want to lock down the power management in W2K to be
always on for all devices. I can do this as
administrator. However, when logging into the PC as a
normal user, I find the settings to have reverted to a
different scheme (Home/Office Desk). How can I make the
settings the same for all users?
