Group Policy will do it. You can lock down access to most of the settings
of each control panel applet.
Ideally, you would be doing it accross the domain on aWindows 2003 domain
controller. Open the Group Policy Managemt Console. Create a new GPO and
link it to the domain or OU as appropriate.
If you have a peer-peer network, you will need to edit the local group
policy on each machine. For windows XP, Start > RUN > gpedit.msc
