Admin & permission

Situation :

Have an old // printer, fax, scanner (HP T65). It works fine on WIN me
& W2K. It requires Security / Permission / Everyone / FULL
This time I granted my kids Administrator priveledge because I was
tired of installing games & programs for them.

Problem :

Had to use every logon to set "Security / Permission / Everyone / FULL"
Yet sometimes at logon the printer program generates an error, only to
find out that Security / Permission / Everyone / was not FULL !!!

Question :

How to set Security / Permission / Everyone / FULL permanently ?
