Admin Acct only has Guest Privileges

I am working on a computer (which is supposed to be
infected by the W32.Welchia Worm). The owner's account
only has guest privileges, so I booted into Safe Mode and
logged on as Administrator (with a blank password). System
is Win XP Home, btw. The Administrator id also listed as a
Guest account. Any idea how I can restore the admin
privileges?
