Admin acct can't run System Restore

Hi,

Has anybody experienced administrator acct not able to
run system restore? No policies defined on LSDOU, system
drive above 200MB, system restore service running. I've
looked on KB but didn't find any relevant issues.

Any help would be appreciated, thanks in advance.
