Trying to type double space legal document on pre-numbered (8.5X11) paper. I
should come out with 28 (possible) lines of type. Double space only gives me
24 lines available. Instructions say I can adjust space, but I have tried at
least 1001 combinations and cannot get the right combination. What is the
correct page format?

measure the space between the lines very accurately, convert this
measurement to points (72 points = 1 inch), and then set your line spacing
for Exactly that amount.
