That option no longer exists in Outlook 2007.
You can still achieve the same by starting from within Word;
select the Mailings tab-> button Start Mail Merger-> button Step by Step
Mail Merge Wizard...-> choose Letters-> select your template and then you
can select your Outlook Contact.
From within Outlook you can also select Tools-> Mail Merge after selecting
your contact. Make sure you set it to "Only selected contacts" and select
your letter template.
