I would like to transfer my e-mail address book from Charter.net to vista
window mail, However, I have the same email address on both accounts. Also
where is the address book in windows mail?

You will have to see if Charter's webmail site has a method to export the
address book, perhaps to CSV, which can be imported into Windows Mail.
Windows Mail stores the contacts as individual files in a folder named
Contacts under your user folder.
