When trying to add a user in sharepoint you have the option of clicking on
the address book tab.

If outlook 2007 is loaded you can no longer use that address book tab, how
do I fix sharepoint?

You would have to the server to SharePoint 2007.

Pardon my omission: You would have to upgrade the server to SharePoint 2007. In the meantime, keep an Outlook 2003 system around to manage users in SP.
