I haven't seen this before so I was hoping someone could help..

I went into someones email and changed the search order for ctrl K from GAB
to local contacts first..

however when they type a name and do the crtl k it doesn't seem to bring up
a contact from the contact's list..

I restarted outlook to see if that needed to be done. but that didn't work..

any thoughs on why after changing the search order it doesn't bring up the
contacts list or even search it.

Not really. You provided no information. Explain why you thought there would
be a valid match for autoresolution in the folder you enabled.

With the default setup to go to GAB, and I type Dan, it will pull up two
entries that are in the GAB,

When I switch it to contacts first search and type Dan, and I have verified
3 exist in the contacts I don't get anything.. I get what was in the GAB
because that is now the second search. but not the matche's in the contacts.

Does that help

Not much. We have no idea what sort order was specified for this folder nor
why it should be expected to find "Dan"

I am only talking about the built in contacts, and our GAB(global address
book) by default outlook search's the GAB to find a match when you type a
name and press ctrl K, you can change the order which to search to contacts
first and then GAB,
in contacts I see 3 Dan's.. So why doesn't it pull that info from the
contacts if it is there..

Do I have to specify which filed to use ? Like display as or last name.. I
wouldn't think so.

What the address book service will find in your local contacts will depend
on what field contains Dan and how you configured the Sort order for the
address book service. It will also require that any electronic address that
contains "Dan" is resolved.
