I have searched online however none of the tutorials have fixed the problem.
When i click the "To:" button the address book is not populated with the
contacts listed if i was to click on the contacts button and the bottem left.

-if i go to the properties of those contacts the option "show this folder as
an email address book" is greyed out.
-another suggestion i found was to go "account settings" then the "address
book tab" and try to create a new one. However when i do that i get this
error "this account or directory type already exists and cannot be specified
twice." Of course i understand what the error is saying however it will not
let me remove the original one.

Any ideas????

Not 100% sure but I think you might have to create a fresh profile in the
Control Panel's Mail applet that contains the address book service you need.

I think Vince is correct. Outlook 2007 installation can create a profile
that doesn't allow the address book service to be removed and re-added.
