Technically, that list is not pulled from your Contacts or Address Book but
from a list of addresses you've mailed. Now, once you've mailed one, if
you start a new message and start typing the address, does it show up?
If it does, I'd say the nk2 file is probably corrupt (that's where the addresses
are pulled from) and you'll want to find it and rename it.
It should be in Documents and Settings\user name\Application Data\Microsoft\Outlook\
and be named after the profile you're using.
Try exiting outlook, going and renaming the file and restarting outlook.
You can populate the file by adding addresses to the To field and saving
the draft and then try exiting outlook again, restarting it and see if the
addresses you just added still come up.
