Address Book does not start

When user tries to start the Address Book, hour glass does
not go away and the address book does not start. How can
we restore the address book on a system that has group
policy applied that restricts the local user from
installing software.

Adding wab.exe to the excluded processes in CA's eTrust
InoculateIt Realtime virus scanner options solved the
problem.
