I have installed new computers for 3 clients, including myself, and in
getting their outlook e-mail and contacts over to the new computer from the
old, something has happened with contacts. The contacts are there, but am
getting this message when clicking on the To button in the new message
window:

The address list could not displayed. The Contacts folder associated with
this address list could not be opened; it may have been moved or deleted, or
you do not have permissions. For more information on hot to remove this
folder from the Oulook Address Book, see Microsoft Outlook Help.

I have been unable to resolve this, any ideas?

Answered several times a day here. You forgot to configure the Outlook
Address Book. If you don't know how, then post your Outlook version or just
look it up.
