I have started setting up a new PC and installed Outlook 2010. I opened a
..pst file that I had saved from my last PC. All the emails were there in the
inbox etc, but the address book and contacts (not sure of the difference)
were empty.

Can I get them back?

Firstly the Addressbook is purely a view of your contacts folder - it's not
a separate entity.
Secondly, the pst file DOES contain Contacts so when you click on the
Contacts link in the navigation pane , do you see TWO "contacts" items in
the folder pane?

When I click on contacts I get pane to the right that says 'There are no
items to show in this view, double click here to create a new contact'

But in the L/Hand pane where you click on "Contacts" are there not TWO
"contacts"? (One might say "Contacts" and the other might say "My Contacts"
for example...)

This is an ongoing problem I have been having with OL 2007 for 18 months
now. I've tried every fix suggested here several times and nothing
works. I saw a comment from one of the MVP's that this is a bug in the
program.

Now it shows up in 2010 and I'm actively looking for an alternative mail
reader ... other than online.

Outbox
RSS Feeds
Sear Folders

and at the bottom:
Mail

I recall having this before, and found the posts about it. It suggested
control 6 to get a view of the contacts folder back, and that worked in the
past, but this time although it produced a contacts folder, it was empty.

So click on Contacts to open the Contacts Window. NOW do you see two
"Contacts" buttons on the L/H pane?
here's an image of what you should be seeing:

(Except it won't say Contacts in Hotmail, it'll say Contacts 2 or My
Contacts or some other name)
