Go to
http://www.mvps.org/sramesh2k/
Scroll down to the Internet Explorer section.
Look for "IE Toolbar fix (reset position)
Fixes the Internet Explorer toolbar"
Read the note farther down which starts: "NOTE: The fixes listed above are
mostly REG files..."
