When will we get more Video & Audio Tracks in Movie Maker? Is there a 3.0 in
our future? DVD Authouring would be nice too.

Maker will be the one in Windows Vista:

However the version in Windows Vista has only single video track as now. I
am afraid you have to do the second track as a second pass: save the video
and edit the result again in another project.
