Adding USB 2.0 drives changing BIOS drive order and Boot Priority

I've posted this issue lsewhere, like on ASUS help forums, but have not yet
rec'd responses. I'm wondering if it's normal for the Disk drives order and
the Boot Device priority to change when I plug in USB 2.0 external hard
drives and reboot. I was under the impression that one had to manually
change these things in the BIOS, but when I reboot I get the nonsystem disk
error, and upon looking at BIOS, the SATA drive with the OS on it has been
placed under the USB and IDE drives, and I have to change the list so that I
can then make the SATA drive the boot drive in the Priority list. Is this
normal behavior?

1 thing that may be a separate question, but also may be part of the
problem, is that in the Device Manager's Universal Serial Bus controllers I
show the following:

USB Root Hub
USB Root Hub
USB Root Hub
USB Root Hub
USB Root Hub
VIA Rev 5 or later USB Universal Host Controller
VIA Rev 5 or later USB Universal Host Controller
VIA Rev 5 or later USB Universal Host Controller
VIA Rev 5 or later USB Universal Host Controller
VIA USB 2.0 Enhanced Host Controller

Now, this is a total of 10. However, on the back of the box, there are 4
USB ports that are part of the default onboard Mobo configuration (up with
the Com port, sound connections, etc.). It looks like the 2 on top are USB
2.0 (with the little plus sign as part of the USB symbol), and the 2 on the
bottom are 1.1, or maybe high speed (the little dot as part of the USB
symbol) . Then, in the last bay in the back (on the bottom), there are 4
USB 2.0 ports, inside wired to connectors on the Mobo near the bottom;
they're not in the PCI slot, big white wires go from the port to the Mobo.

So, this is a total of 8. So why do I see 10 in the device manager? Did I
install the USB 2.0 drivers wrong? Could this be part of the problem? if
it's NOT part of the BIOS problem, is there an easy way to diagnose/fix it?

Any and all help on this appreciated, and thanks for reading.

Look on the motherboard for a standard 2X5 block, one pin missing. That's
probably for connecting a front panel.

I don't normally make available any removable hard drive or thumb drive at
boot time, only after windows finished booting.
