I want to start using Outlook's Junk E-mail to filter spam.

I want to set it up to allow only my contacts plus those I send e-mail to as
"friends".

I see where it can do this, but how do/can I import my already sent e-mail
addresses into my safe list?

you can't - outlook will use the contacts in the list, so you could go
through the sent folder and right click on people you wrote to and them to
contacts.
