I am trying to add a restricted acct. so I can surf while not having
admin. priviliges.
I would also like to be able to switch users as well.

I can't figure out how to do.

By the way, your subject line is self-contradictory. If you add a
limited (a.k.a. restricted) user account to the local administrators
group, it would obviously no longer be a limited/restricted account.
