Adding Public Folders to Favorites

I am interested in adding a public folder with many subfolders to favorites
in Outlook. I right click on the public folder, select add to favorites,
then visit the "favorites folder" in the public folder structure, right click
and choose "add to favorites" for it to be apart of my inbox. I am using an
exchange server, not a pst for email delivered to my address. The issue is
that when I add the public folder to my favorites of my mailbox, none of the
subfolders are added, even though when a favorite under public, the
subfolders were all showing.
