I am trying to create a form that has drop down menu's that you select for
certain answers but are require to be protected, at the same time I want to
be able to add photo's to the form.
The photo's will not attach while the form is protected. I want to keep part
of the form protected and still be able to add photo's

Insert a continuous section break before and (if not at the end) after the
photograph area(s). Protect the document for forms, but exclude the photo
sections.
