I am trying to add an existing outside page to my nav view for building a
table of contents. Using FP 2002, I can add the page with the url under the
page I want in navigation, but can't get that page to show up in my toc.

Right-click the node that will serve as the external-link's parent, then
select Add Existing Page and specify the URL you want.

External links will not appear in the Table of Contents - they are
links to pages that are NOT part of your site's content.

You can open the TOC page in notepad and edit it. Remove the webbot
comments, and add the links as required. However the page will not
update as pages are added and removed.
