I want to add an outside email address such as (E-Mail Removed) to a group so
that they will also recieve emails about my distribution group info. Can I
do this? They are not in my global address book, and not part of my network.

If the list is in the GAL, then it's not a good idea to add the person to
your Active Directory so that their address also appears in the GAL. If the
list is in your Contacts, however, nothing prevents you from opening the DL,
clicking Add Member, and entering them into the list. You could always
simply tack the address on to the end of the recipient list when you create
the message.
