Sure. Buy Outlook. Then install it.

Yes but you need to buy it and some features found in outlook when you buy a
full suite will not work.

You sure? That article discuss the missing behaviors in Outlook 2007
when installed alone, not when installed after MS Office (student) has
been previously installed. Outlook 2007 still forces users to use Word
2007 to compose their e-mails but only a stub of Word 2007 is included
with the standalone install of Outlook 2007.

Is installing MS Office (without including Outlook) and then later
installing Outlook actually considered a standalone install of Outlook?
For example, during MS Office installation (in an edition that includes
Outlook), you can deselect Outlook to not include it in an install.
Then later you can rerun the setup (Add/Remove Programs, click Change)
to select Outlook to add it to the existing installation.

Does the Home and Student version of Office actually bar integration
with Outlook when Outlook is later installed?

At least some of the functionality allowed when both Word and Outlook are from
the same suite do not work with Outlook 2007 added to Office 2007 Student and
Home, like themes.
