Adding OEM drivers to an administrative install

I set up an administrative site and added the drivers per Microsoft
technical bulletin 314479-How to add OEM Plug and Play Drivers to Windows
XP. I then made a bootable CD and did a test install and the drivers that
were loaded were the drivers from Microsoft not the drivers I had placed in
\i386\$oem$\$1\Drivers\NIC. The drivers that I put in the above folder are
newer than the drivers provided by Microsoft. The drivers install fine when
I install them after the setup is finished. Does XP go by version number or
version date.
