Adding a new user

Hi,

I am using windows XP Home edition and I want to add a new user but this
user has to be an absolute bare bones windows user. No internet, no
firewall, no virus protection; just windows as it comes out of the box.

The reason I want this particular type of user is for HDTV. I want all
available resources directed to the HDTV with nothing else running in the
background.

Can anyone tell me how to setup this bare bones user without interfering
with the other user setups?

Disable all startup programs and look at black vipers site for what services
you can disable, but that will affect all users.
