John, it depends on the kind of application. The computer management utility
is just a kind of application called snap-in wich is written to be plugged
into MMC (Microsoft Management Console). The MMC is a framework aimed at
creating a common interface for all administration applications. Any
application, service or task for wich an administration console (snap-in) is
written may be plugged into MMC. Snap-ins for MMC use the extension .msc
